build 64 bit release Nvy.exe in github actions, on push, pull_request, or manually

add nightly build release and stable release actions

Sorry for the long response time, as I update Nvy quite infrequently, the manual uploading of executables seems to work reasonably well and I don't think we need github actions for now, thanks for the suggestion though.
