Merges changes from release 22 into master branch

Includes things related to the r2dt rescan, and the addition of the two new databases, along with moving litscan pipelines into this pipeline

I'm going to say this is ready to merge, with the one caveat of the change to the .dockerignore file. I'd revert that unless there is a good reason to do otherwise.
