Update Rfam GO terms each release #86

There is code to import new Rfam GO (and other) terms as part of release process. This should be run every release but isn't now. Just add the call an import steps.

In theory this is done with each release but there may be some issue with our exclusion logic. We don't annotate miRNA for some reason and this is strange. We should wait until after miRNAs are updated in Rfam to return to this and probably keep annotating miRNAs.
