Fix inconsistencies with SNORNA_DATABASE #569

The rnc_database and rnc_database_json_stats tables use the name SNORNADB, while the expert_databases.py file uses snorna_database in the label. This causes some information not to be displayed at https://rnacentral.org/expert-database/snorna_database
