tried to write setup.py for uproot backend #18

Just as a temporary solution, I made the setup.py script function to install at least the uproot backend of mattak. At some point I/someone will need to figure out how to also make it compile the pyROOT version, but this should at least make the uproot version pip installable.

@sjoerd-bouma I think you can go on merging this. So far we did not have a 24h policy here
