Why in 3.1 Server Setup is Tptsstart dynamic? #25

Wouldn't it be easier if Tptsstart was set to a constant value, for example Jan 1, 1970?

Very good point, @spiunno. I would say it seems preferable to have a date before which nothing could be valid (e.g., receiving an EBID for an epoch anterior to Tpststart). We need to think about it a bit more... Thank you.
