No global option for mono sound on Powkiddy RGB20SX

Steps to reproduce the behavior:

  1. Go to SNES and startup Mega Man X or other game with stereo soundtrack
  2. Play to title screen music
  3. RGB 20SX does not have stereo sound at hardware level and needs software adjustments to address this issue since they didn't wire both sound channels to the mono speaker like Anbernic does on the 353V/VS

This unfortunately didn't make it into the release, but has been implemented by @faux123. I posted a dev build containing it a few days ago. It's still up: https://filebin.net/4po6w2zfe9foiv2y
