hipblaslt heuristic fetch failure for sd21 #3483

hipBLASLt error: heuristic fetch failed.

Investigated this but kept running into GPU hangs/other errors instead of the error reported (on Navi). It passed on MI300, though. It seems that the error is coming from a rocblas change. There is a PR that may fix this that needs to be tested once the Navi machine gets fixed.
