install.sh may need updating since "requirements-rocm.txt is not required anymore" #53

Describe the bug When running the recommended building command of DeepSpeed, it complained that can't stat requirements/requirements-rocm.txt (on line 175 of install.sh). And I found that the file requirements/requirements-rocm.txt is removed in this commit. The file install.sh may need modifying as well.
