Driver's CUDA_MEMSET_NODE_PARAMS has analogue HIP_MEMSET_NODE_PARAMS, not hipMemsetParams, which is dedicated to Runtime APIs only
hipGetProcAddress is not implemented yet
Updated tests, the regenerated hipify-perl, and CUDA2HIP docs accordingly
