Tuna/db - new folder created

tuna_tables.py ( Job_Mixin class definition, previously defined in tuna/miopen/db/miopen_tables )
session_mixin ( Previously present under tuna folder)
MIOpenJobMixin defined
Non Miopen Specific tables definitions are updated as per above new classes.

Check constraints as well, you could have: GLOBAL_CONSTRAINTS and MIOPEN_CONSTRAINTS and merge them for MIOpen specific tables and non-MIOpen tables should just use GLOBAL_CONSTRAINTS
