SPIR-V Status #135

I know in #57 It was suggested that SPIR-V support was not on the roadmap, but there appears to be an implementation of clCreateProgramWithIL with some sort of supporting SPIR-V logic in ROCclr. When attempting to use it it reports success and returns an empty program, but I thought I'd check in to see if anything has changed re: spir-v roadmap.

Nothing has changed. I cannot comment about the future.
