Env variable to test fixed grid size with SK kernels #1903

Small change to add another environment variable to make testing and benchmarking stream-k performance easier.

I do not have further comments. Not sure why extended test is not triggered, but most likely this change will not affect extended test result.

I think everyone has to add ci:extended label now if you want extended pipelines to run

OK. Thanks for letting me know. I was not aware of that. I will keep that in mind. For this PR, I think we can skip extended test.
