Due to custom LIBRARY and ARCHIVE DESTINATION, rocm_install cannot be used for the TARGETS installations. However, the changes made to packaging work fine once the targets and files are installed to the correct components. This is probably a fairly easy fix, but I didn't want to break anything.
Update rocm-cmake to required version. In order for CMake to detect the version, rocm-cmake must be built and installed, here to a temporary directory.
