Changes:

Major:

Add hipsolver interfaces
Add interfaces for hipblas*Ex and rocblas_*_ex (all pointers must be passed via c_loc)
Add hipDeviceProp_t structs (based on ROCm 4.4)

Minor:

Add Markdown overview tables per HIP/ROCm library that directs to the interface in doxygen docu (doxygen docu needs to be regenerated).

Todos:

[x] Fix rocrand / hiprand codegen issues
[ ] Add hipsolver test
[ ] Check if CUDA names are required for hipsolver interfaces
