Proposed Changes

• Changes to address SWDEV-359372
• Moved all files/deliverables under hipfort-dev pacakge
• Only one package will be available (removed the runtime)
• Enhanced usage of rocm-cmake apis for install/packaging

Verification:

• one devel package generated - hipfort-devel-0.4.0.50300-sles153.63.x86_64.rpm/hipfort-dev_0.4.0.50300-63~15.3_amd64.deb
• Verified devel package install, uninstall - rpm -qa | grep hipfort => hipfort-devel-0.4.0.50300-sles153.63.x86_64
• Verified all files getting installed with devel package only (66 headers, 2 libs (2 softlinks bkwd), 1 bin, 4 libexec files, 1 Licence, 1 share file)
• vecadd test verified (-- Running test 'vecadd' (Fortran 2003 interfaces)- device: - PASSED!)
• Tested run_all, and all-tests-run Successfully PASSED
