Documentation for hipfort on Read the Docs #98

Since Sphinx/Breathe returns an error when processing the doxygen generated files, the reference page simply links to the raw HTML files built by doxygen.

This will replace the current GitHub Pages doc site at https://rocmsoftwareplatform.github.io/hipfort/ with https://rocmdocs.amd.com/projects/hipfort/en/latest/
