Docs: refactor and integrate into ROCm docs portal #345

This PR aligns Omniperf's documentation with other ROCm components for publication on rocm.docs.amd.com.

Move docs/ to root. Update Sphinx build config. Structure docs for Diataxis. Convert to rST.
