Add ElfUtils and BinUtils Download URL Overrides #358

Override the default URL used to download ElfUtils and BinUtils. Useful for internal builds

Also, include a mirror to fallback to if the override URL fails.

Updates Timemory submodule.

Ironically, sourceware.org is down, so the CI checks are failing. Let me add a mirror for elfutils too

I've restarted all failed jobs, now that sourceware.org is back up. I'm having trouble compiling with the https://github.com/sourceware-org/elfutils mirror. Can we continue with the review, as is? I can open another PR with an elfutils mirror / submodule.
