Current Perfetto source repo is from android.googlesource (See https://android.googlesource.com/platform//external/perfetto/) which is censored in China and causes an infinite hang when building Omnitrace
This commit changes the Perfetto source repo to Github (See https://github.com/google/perfetto) which acts as a read-only mirror to the googlesource perfetto repo.

Thanks, @jamesxu2. The PR https://github.com/ROCm/omnitrace/pull/375 is updating the Perfetto submodule. We can merge this change once that is done.
