Updates tensile_tag.txt that aims to fix Windows build of rocBLAS

Sorry but this type of internal dependency update has to come from internal promotion afer internal dependency tests pass. Hopefully next week it will make it to develop without this PR, but for now you need perl and hipcc perl script in your path for existing code to work.
