We've had a couple releases as a message. It's time for this to become a warning.

Reverts RadeonOpenCompute/rocm-cmake#89.

I created a ticket to track the unrelated test failures. Since this is just a reversion to a previous state, I'm going to go ahead and merge. We don't want to leave this change until the last minute.
