@rrawther @kiritigowda MelfilterBank as a functionality is dependent on spectrogram. So PR #312 needs to be merged into develop first, followed by a develop/ToT sync to ensure only MelFilterBank files-changed shows for this PR.

This PR adds audio tensor support for MelFilterBank
Adds relevant QA tests and performance tests

@rrawther We have explored the second library suggested too. We can go over findings and tradeoff in precision match for trainings to take a call on this.
