Language Selection in GeoNode gets lost for large lists of layers #53

The language selection dialog is at the bottom of the main page for GeoNode. However, one has to keep scrolling past all of the layers in GeoNode to ever find it. Language selection should be up at the top of the page so the user knows it's there.
