Geometric functions to help cleanup/edit circular polygons #33

The right angle tool was done as another task. need to add option to make a polygon a proper circle. (if it's possible, also allow the user to set the diameter of the circle in feet or meters. If it won't fit into the user story then remove from acceptance criteria.
