Enhancements

Ease of installation - move from scikits.odes to scikits_odes_sundials

New features

multi-limit detection in experiment steps
loadfns module for stepped and ramped load profiles
plotutils module - currently only with get_colors function

Developer features

Move to nox for tests, linter, etc.
Add PR and Issue templates
