Start/end time accuracy too high #1

For operational team, they have to know when a NOTAM is starting and ending, but we don't need such an accuracy. Date is fine, time - keep format HHMMz or HH:MMz

add date-fns
format strings dates accordingly
(optional) add duration if both dates are present
