Time scaling can now be done by using a gamerule to stop time entirely, and gradually increasing time. This results in a much smoother day/night cycle than jumping back repeatedly.
Additionally, this behaviour should be able to be disabled entirely - some servers want to run rpk-essentials but do not want time slowing effects, or wish to use a third-party plugin for this with more advanced features, which causes some conflicts.
