Resistance 3 Culling issue on lights #12051

Resistance 3 has issues with culling that are strangely even worse with precise zcull.

Relaxed shows the correct green lens flare here (Haven mission on "Junkyard Defense" Honeyview_Res3 2K After KD MTRSX Relaxed mp4-00 00 33 136-#1 However on Precise, the Green Lens flare only appears when other objects in the scene are culled incorrectly e.g nothing is happening and the green lens flare is missing. But then a light source is visible through a building and the green lens flare appears for those same frames.

The lights shining through buildings happens with Approximate and Relaxed as well, but the green lens flare never disappears unless you use Precise. The recent Zcull PR had no effect on this. I also went back and tried a pretty old build (12400) and the issue was actually worse, and looked the same as that old Ratchet & Clank Nexus issue with the rainbow lights flickering (same insomniac engine probbaly) so it isn't a regression.
