SDL not detecting controllers after closing a game #15715

Quick summary

After closing a game, SDL will no longer detect my controller, and I have to restart RPCS3.

This causes major issues with games like Kingdom Hearts I.5 and II.5, as my controller will only work in the launcher and not the games.

I can't reproduce this. (at least not with the MGS collection)

Also having this same issue using SDL with my Stadia controller. Worked fine in previous releases.
