BoardTool upgraded to control map image scale #4861

Description of the Change

BoardTool

Changed text fields to spinners.
Added spinners for image size.
Added label and tooltip strings.

Zone Renderer

Incorporated scale factors into drawing the map image.

Possible Drawbacks

Changing rendering of map image may have unforseen effects I cannot think of.

Documentation Notes

Added controls to BoardTool to manipulate the zone image scaling values.

Release Notes

Added ability to manually change the size of background map images
