remove the `RUN` variable from `exp.setup` to get ready for the ensemble framework #61

Per the NCO standards and the rrfs system situation, users should not be able to change the RUN variable.

For future RRFS systems, we may have the following RUN:
rrfs, rdas, enkfrdas, refs
