Can’t correctly handle the EmEdit icon #11

What steps will reproduce the problem?
  1.Just install Delphi Dev Shell Tools and EmEdit.
  2.The Dev.Shell Tools draw a empty and emlarged Icon.(see attachment)

What is the expected output? What do you see instead?
  Dev.Shell Tools should draw 3rd icon correctly.

What version of the product are you using? On what operating system?
  Win7 Pro
