New Version Support and Bug Fixes #24

Following Versions of Delphi have been added:

Delphi 10.2 Tokyo
Delphi 10.3 Rio (up to 10.3.1)

Following bugs fixed:

23 MSBuild Command Line now enforces double-quotes around Platform and Configuration names to ensure they are interpreted correctly as a singular parameter (respectively)
