[Scene Editor] Unable to resize layers, and crash when creating new ones and resizing them.

In the v5 scene editor, you cannot resize layers, even ones that already exist in a stage.

Along with this, if you make a completely new layer and try to resize, the editor crashes. The layer seemingly doesn't get visually "created" at all when making a new scene entirely with a new layer.
