Mechanism and docs for tracking time against grant-funded work that should have finished #142

A grant funded project may have come to an end but a RSE might still want to log effort against that project if there are loose ends to tie up. This situation isn't ideal but time tracking may be even more important when unforseen issues arise. How best to facilitate this?

The best solution is to not have time on projects after the end date. This is because staff time is charged according to the allocation and not the time-sheet entry. It is not possible to incur costs on a grant after it has ended and as such any time spent on the project after the end date will either fall onto core or eat into the next allocation.

As such I would advise against implementing a fix for this. If we did want to implement this then it could be added via an additional option in the drop down box choice for projects. Tracking time spend on projects after the end date would require a new report as each case should be examined and may require justifying with the staff underwriters in charge of the core budget.
