Alerts for projects/allocations coming to a close #143

Would be useful so can have conversations with PIs around wrapping up projects. Alerts could be in the UI or could be email alerts to assigned RSEs and managers. Could set threshold in terms of remaining effort (e.g. 10%) or remaining time.
