Project allocations outside of project date #176

These are not currently allowed but may be advantageous to avoid splitting a project allocation where there is an underspend. E.g. Project gets a no cost extension and wants addition uptick in RSE time. This currently requires a new project to account for this where as we could just overcommit the current allocation. Suggest allowing commitments beyond a project end date but with a warning.

Propose introducing a site wide setting to disable this.
