Preset service day rate and overhead rates

Add new field for projects to select the rate for current FY:

• [x] Service day rate
• [x] Directly Incurred overhead rates
• [x] For service projects, also allow admins to charge for half days.

Dropdown box with current rate + ability to overwrite if needed
