Show active RSE members by default #206

Currently, all members are shown including inactive RSEs, for the following pages:

[x] Admin/All Users/View All Users (only show current RSE members)
[x] Team/RSE Team/View RSE Team
[x] Team/Team and Project Overview/Team Commitment
[x] Reports/RSE Costs/RSE Team Staff Costs and Liability

For the last two, "hide all not currently employed RSE's, Filter -> default to current FY and funded"

Admin/All Users/View All Users uses User class rather than the RSE class, therefore cannot determine the date in which the rse is employed to without performing join query? However, I'm assuming the account will be deactivated (uncheck the active box in the /admin portal) if the RSE leaved.
