Refactor - allow directly incurred project to have more than 100 FTE allocated #222

Current directly incurred/allocated project does not allow the FTE % to be more than 100. If there are two RSEs allocated at 70% and 40% each to the project, another project instance (with the same details) would need to be created.

Close #203 .

This branch extends from #221 .

Just noticed that a single Salary Band is used for costing. What if there are multiple RSEs with different grades assigned to the project?
