example_4step: 25-zone MCE data #112

Updated 4-step example to use a 25-zone version of Metro's MCE data.

new zone vector file mce_zone_vectors.csv in both build and base folders
new hourly link build and base inputs
new segment attraction matrices
new cval and cocs files
new aggregate_zone and link_daily settings and expressions files in configs folder to reflect the new inputs
updated example.rst to describe new inputs
deleted unused parking skim file
deleted assign_mfs.omx and skims_mfs.omx
