Includes several changes and critical bug fixes.

Bug fixes:

missing sign in generalized cost function
correct handling of top-coded skims

Performance improvements:

support for parquet files throughout to improve I/O
more efficient (bulk) modifications to igraph object when adding turn penalties

wfrc example reflects calibration with streetlight data:

parametrize generalized cost function
updated model parameters in yaml configs
