revise hard coded alaska and hawaii zone for FL_TSM #17

Code 612 - 615, Alaska and Hawaii zones are hard coded for air connection. In FL model, Alaska and Hawaii are not included in the model so these codes can be commented out (only for FL_TSM rJourney)

They use the state FIP codes, so as long as you still have that code as a zonal data item, the code won't apply and you shouldn't have to comment it out. (That is the advantage of using the state FIP codes, which are standard and don't change from project to project )

Also, I just want to double check that you are using round trip skim matrices for the long distance model. The OD and DO skims added together. This is necessary with the new version because it only stores one row of the matrices at a time
