Improve stat boost/drain #267

This does a few things:

Adjusts a few prayer drains to be in line with what the osrs wiki says
Fix edge case where drinking sara brew after anglerfish lowers hp (ex. 120 -> 115)
Fix tuna potato heal amount (20 -> 22)
Refactor/adjust how stat increase/decreases work
- This is now based off ticks instead of time
- Also fixes a few cases for example where boosted hp/prayer should drain, and prayer should never restore
- Makes it easier to read (in my opinion)

Note: Didn't test preserve, but tested the rest
