Describe the bug

在自动化遇到了这几种情况

即使删除规则后，它仍然会执行被删除的操作，重启软件也无法解决，但是重建数据库后恢复正常了。
保存规则后，执行动作无法生效，只有重启软件后才生效。

Describe the bug

Encountered these situations in automation

Even after deleting the rule, it still performs the deleted operation. Restarting the software cannot solve the problem, but it returns to normal after rebuilding the database.
After saving the rules, the execution action cannot take effect and will only take effect after restarting the software.

最近一周自动化出现了一些变动，现在没办法正常用了，之前的规则也都全部失效

There have been some changes in automation in the past week, and now it can no longer be used normally, and all previous rules are invalid

Additional information:

Even after deleting a rule, the deleted action still executes. Restarting the software or rebuilding the database doesn’t resolve this issue.
Disabling a rule still results in the disabled action being performed.
Nearly all actions fail to execute correctly.
