Actions 不生效 #827

Describe the bug

Actions 对已经订阅的内容不生效，写一个 Actions 需要重新订阅才生效，但是已有的 Actions 取消了就生效，一旦取消，再重新添加 Rule 就不生效了，在 macOS 客户端和 Web 上都测试过了
