Joe should be notified that I've mentioned him in a note and that it requires his attention.

I'd agree and start with github-esque email for now (eventually the user will need to be able to adjust how they are contacted and how frequently in a 'Preferences' page).

Once we iron out a new interface, we will likely want these requests/references to surface in other ways as well.
