Update OpenTK version. #12

OpenTK has released ver.4 including .Net Core 3.1 support. Current stable version is 4.6.7.

Update dependency OpenTK to 4.6.7 and recreated projects by .Net Core.

GLControl class (and the OpenTK.GLControl project) has not been released with stable version. I tried the update, but have some problems. It may be better to wait for future update.
