BUG: U.S. Territories alphabetization in the states drop down list #863

I'm using Chrome. Accessing this link at 5:53pm: https://college-choice.18f.gov/

I'm not sure if it's most clear to have Puerto Rico, Guam, and American Samoa to come up at the end of the drop down of states. (I was accessing this drop down from the homepage.) The rest of the states are in alphabetical order. But, after Wyoming comes Puerto Rico, Guam, and American Samoa.

Given that "District of Columbia" is included in alphabetical order (it falls in the Ds), perhaps the other territories should be too?

Also, are the U.S. Virgin Islands a part of this data since I believe they are also a territory?

Probably need to create some kind of delineation for US Territories, and they should be alphabetical.

And all territories should be grouped together. Currently Virgin Islands is mixed in with the states, after Virginia.

Additionally, the states are not actually alphabetized. Alaska comes before Alabama, for example.
